About the Candidate

Three and a half decades of service to the Bar, to the Bench, to the Constitution.

Mani Kant Mishra has lived the greater part of his life inside the corridors of the Patna High Court — first as a young advocate in September 1990, and today as one of the Bar's most trusted senior voices.

Born on 5th January 1962 in Bihar, he read Economics (M.A.) and Law (LL.B.) at Patna University before answering the only calling he ever truly felt — the law. He enrolled as an advocate in 1990 under Enrolment Number 1385, and has since remained in continuous, active practice at the Patna High Court for over thirty-five years.

His career reads like a quiet résumé of public service. He served the Government of Bihar as Government Pleader at the Patna High Court from 2006 to 2016 — a full decade of representing the State in writ, civil and constitutional matters. He was Standing Counsel for the Accountant General, Bihar from 2008 to 2020, and has been Standing Counsel for the Bihar State Road Transport Corporation (BSRTC) continuously since 1998 — a relationship now in its twenty-eighth year.

He has also served as Central Government Counsel at the Patna High Court and as Panel Lawyer for Allahabad Bank and UCO Bank. His expertise lies principally in constitutional writ jurisdiction, but he is equally at home in civil and criminal matters.

In the Advocates' Association itself, he has served as Vice President — giving him a ground-level view of what the Bar needs, where it hurts, and how the Secretary General's chair can deliver for its members.

Appointed Standing Counsel for the Bihar State Road Transport Corporation — a position held continuously to this day.

2006

Government Pleader, Bihar

Appointed Government Pleader for the Government of Bihar at the Patna High Court — a decade of representing the State (2006–2016).

2008

Standing Counsel, AG Bihar

Appointed Standing Counsel for the Accountant General, Bihar — representing the constitutional auditor for twelve years (2008–2020).

Central Government Counsel

Served as Central Government Counsel at the Patna High Court, representing the Union of India across writ and civil matters.

Panel Lawyer — PSU Banks

Empanelled as Counsel for Allahabad Bank and UCO Bank, handling recovery, SARFAESI and Debts Recovery Tribunal matters.

Systematic upgrade of Bar facilities — working desks, digital library access, clean drinking water, and dignified waiting areas.

Transparent Association

Published minutes, audited accounts, and open-door Secretary's office hours for all members — regardless of seniority or chamber.

Women Advocates' Wing

A dedicated women advocates' committee with real budget, real voice, and real facilities — not a line item in a report.

Bench–Bar Relations

Regular, structured dialogue with the Hon'ble Bench on listing, infrastructure, and advocate-safety concerns — formally minuted.
